Yes, not thru or by in OBR.  F4 did not have a play on the ball. A possible exception, because the ball was well hit,  to the WUM which considers F4 to have a play as long as he is not playing in and would still call R1 out if you considered it thru or by. Time to parse the FED rule wording which we all think allows us to call "string theory".
