Yes, because the relevant factor here is the attempted steal of home. So, there has to be a runner on third, but a runner on third does not automatically make this a balk.

Runners also advance if stealing.

 

If it's R3 stealing, then other runners advance on the balk even if they weren't stealing.

 

With R2 advancing, the effect is going to be the same (R2 will advance because he was stealing; that means any R3 will also advance; R1 will advance because he's forced) even if a balk isn't called.
