Does the "last time by" provision apply under OBR. I know it does for FED. R1 passes 2nd when he sees ball is caught and in running back to 1st misses 2nd base. The throw from F7 goes out of play and R1 is awarded 3rd base. He touches 1st, 2nd and then 3rd. Can the defense appeal the miss at 2nd under OBR? Please provide any references.

Now I've since confirmed OBR by their definition of  base beyond to clearly mean "after the ball becomes dead" so no problem since R1 never touched 3rd. However, now I have issue with FED. Originally you said if he was beyond 2nd when ball goes out of play, R1 is out. Are you saying that if R1 had advanced back past 2nd towards 1st when ball became dead that he is not subject to being out on appeal, but if still beyond 2nd base when it becomes dead he is out under FED rules.

Yes, as long as he doesn't cut across the infield and grossly miss 2nd base

 

He's not out, meaning you would not just call him out.  However, if the defense appeals properly, then he would be out on appeal.

Unless your in whatever state still has the umpire declare the runner out for baserunner violations.

 

And jjskitours is not the first one to get confused by the wording in the books and the rules differences in this type of play.  good to review; easy to understand once you get it; hard to describe.

I always use the term," subject to be called out", so it is understood that if the retouch isn't completed he is liable to be called out, not automatically out, unless you are in SC.
