Runner hit by ground ball on his base

Is this a FED/OBR difference I never noticed? Almost happened today in my game, (OBR based), and I would have called the runner out. Looking it up, I believe this wouldn't be the case in OBR?

SITUATION H:

With R1 on second, R2 on first and one out, B4 hits a ground ball or an infield fly. F4, standing behind second base, is in position to field the ball. The ball strikes R1 who is (a) near second or (b) standing on second.

RULING: In both (a) and (b), the ball is dead immediately. If the hit is an infield fly, B4 shall be declared out (8-4-1j). In (a), R1 is out on either type of hit. In (b), R1 would be out on the ground ball, but not on an infield fly. A runner need not vacate his base to permit a fielder to make a catch, but he shall give the fielder a reasonable opportunity to make the play.

(b) He intentionally interferes with a thrown ball; or hinders a fielder attempting to
make a play on a batted ball;
Rule 7.08(b) Comment: A runner who is adjudged to have hindered a fielder who is attempting
to make a play on a batted ball is out whether it was intentional or not.
If, however, the runner has contact with a legally occupied base when he hinders the fielder, he
shall not be called out unless, in the umpire’s judgment, such hindrance, whether it occurs on fair or
foul territory, is intentional.

Infield fly hits runner on the base, runner is not out unless he does something intentional to hinder the protected fielder.

Non-deflected batted ball that hits a runner that's not an IFF with the runner touching a base is out.  

 

 

The base is not a sanctuary on a batted ball.  (except IFF)

Thanks. I'm just misreading 7.08(b), which is just dealing with hindering, and not being struck by a batted ball. I'm confusing myself
