I have several HS fields with temp fences. It is likely I will see it and it's a catch. If you don't call it a catch then you couldn't lean against it and catch the ball.

I don't see it that way.  It's the position of the feet that matter.  If any part of his foot was even on the boundary line and he then jumped, I agree that it's a catch all day.  Even on this one, in real time, I would most likely have a catch.  I don't imagine being able to see the exact position of the foot as he jumped even if I'm a base umpire going out in 4 man.
