BR hits a grounder to F6 who throws in the dirt to F3.  Ball bounds away and as F3 turns to chase the ball, the runner touches 1B and turns to go to second.  F3 and BR collide.  I have obstruction on this in FED and protect the runner to 2nd base, delayed dead ball.  Would the same hold true in OBR?

Whether the runner's advance was hindered depends on how far the ball got away from F3. Judgment call: if you think the BR might have made 2B, you should rule OBS and protect him there. Otherwise, not.
