Keep the batter in the box

The senior guys in my chapter are busting my balls because I'm enforcing (for school ball) 7-3-1 - keeping the batter in the box.  This blows my mind.  Almost every game this year, it has started in the first inning - batters going out off the dirt area getting signs.  I'm getting the attitude "Well, if they abuse it, then put a stop to it".  The reason they abuse it is because we don't enforce it!  This is 1 + 1 stuff.

Agrreed, I don't get all exicted if they step back and right back in. Walking down the line gets a,"Stick with us please."

Keep em in the box and keep the game moving.  POE every year with our assoc.  As you remind them to keep one foot in the box, use a "sweeping motion" with your arm directing them back in.  It does not seem to be anything intentional on the kid's part, they just feel more comfortable being out of the box as they take their signs.  Funny, I have never had to tell a lefty to do this, just the righty batter whose back is to his third base coach.  As soon as you remind them, they typically say "sorry blue" and jump back in with one foot.

Start charging the offensive team with a visit, and then call a ball. I have done it a couple times. The HC decides he wants to coach 3rd, and then chat it up with each batter, drives me to crazyland. I stand at the batterless plate and yell extra loud, Strike 1! That get's em in real fast.

Do you have a rule basis for this because calling balls seems to hurt the defense when they are not at fault.  Wouldn't you want to call strikes?  And if I am off base, just tell me.
