unless R3 goes into DBT, i.e. the dugout. Then they touch the plate or verbally appeal depending on rule set.

It's still an appeal isn't it? It's a missed base - it just has a tag requirement.

Yes, no verbal appeal is necessary either since the appeal is obvious.

Once R3 leaves the field (dugout) he can no longer go back and touch the plate as well.
