this is 50/70 LL winter ball , playing rules LL juniors division (green book) . which is basically OBR , no special local rules or anything else just OBR . im BU , R1 , pitcher balks (i call it) , he delivers the pitch , ball, strike , doesnt matter . then we call time , i move R1 to 2nd . does the pitch count when a balk is called and the pitch is delivered ? i believe this is correct , because if the batter had gotten a hit , when the balk is called , you wouldnt do that over ? i realize that everyone must reach base safely . where in obr or LL rim , is this referenced rule 8 something ?

In OBR it is a pitch.

If the batter was to get a hit; ie: Home Run. Are you going to nullify the Home Run. No!!!!! HR and 2 runs scored. The Balk is nullified.

In Fed it is a immediate dead ball.

No pitch and nothing can occur.

Is he asking for the sake of counting pitches for the pitcher, and not necessarily counting whether it was a ball or strike?

If the balk is enforced, there is no pitch. The count on the batter does not change.

As far as if the pitch goes against the pitch count...Yes.

If the pitcher delivers a pitch to a batter it counts.

Same as it would count if they intentionally walked someone.

The pitch only counts if the batter and all runners advance 1 base safely. The only way the pitch counts is if it is ball 4 and all runners advance by being forced by the BR or they advance on the pitch, such as a steal or passed ball.

If that doesn't occur, then it doesn't matter if it is ball 4. No reference to the pitch and runners are awarded the next base.

I know this. Sorry, my response was too brief. I was refering to the situation where the ball was not put into play and the balk was enforced.

thanks to the group , i believe my partner PU , got this mixed up . during this gm yesterday . i also looked up in the LL RIM under 8.05 there are several references , including instructor comments and the "right call" notes . pitch counts towards total pitches , but not against the batters count unless ball four .

As I said, If the balk is enforced, the pitch is disregarded. If it's ball 4, and all runners are forced to advance, the balk is disregarded. The count NEVER CHANGES if the balk is enforced.

For example, full count on the batter and there is a runner on second. The pitcher balks but delivers ball 4, the runner on second would not advance so the balk is enforced. The runner is awarded third on the balk and the count is 3 balls, two strikes.

The pitch is disregard yes, but in Little League the pitch is still counted as a pitch and added to the Pitchers Pitch Count.
