if a runner is obstructed on his way back to a base (on a pick off 0r otherwise) and is obstructed, does he just get the base that he was going back to or does he get the next base?

It's college interp also. In OBR it is harder to get obstruction on a pick-off because the throw is on it's way so you can say he had to be there to catch the throw. However, if you do have obstruction in OBR then he would get second. If it's a type B situation then you decide if you are advancing him or returning him, whatever fixes the obstruction. LL has the enhanced obstruction rule that Fed and NCAA uses.

Thinking more about this, it does make sense to penalize the defense for an OBS such as F3 blocking the bag on a pick attempt. If there were no real penalty beyond giving R1 back to 1B, then some sneaky F3s would always be doing this, with the hope of an OBS call being missed, and they get an undeserved out.

So maybe the FED/NCAA interps aren't all that bad. Shocking, eh? :yippie:

The reason NCAA tightened up their obstruction rule was exactly this case. There was a

F3 several years ago that kept doing it and did a bunch of times on the college WS and it never got called. College made the change to stop it.

This is a prime example of a rule not getting called correctly or not at all and the rules maker changing the rules to make it harder to ignore.
