1st off you need to find the local/area assigner for that conference. ask him what you need or need to do to get in, sometimes all you need is for someone to watch you work ( right place, right time), or find out about clinics so they can see you work. i moved up into some DII stuff cause the assigner was here watching people work games at a clinic. Did i say go to clinics..LOL and one last thing go to a clinic by a college groups, so you know what they are looking for.

I agree about checking with the local assignor. Calling a JUCO school near you to get a contact is a good start. The clinic route is also good. As far as a test, some groups require taking the NCAA test, some not.

I know the one I belonged to in SoCal did and Im guessing my new one here in Portland, OR will to. I say, if you can, take the test anyways. However, when it asks you where to send the results to, do not (I REPEAT DO NOT) send them to someone unsolicited. If you are not in their group and they get your test it could hurt you more than help you.
