2.28.3 SITUATION A: R1 is on third and R2 on first with no outs. F1 contacts the pitcher's plate and assumes the set position stance. As he begins his stretch, R2 advances toward second base attempting to steal. F1 realizes R2 is stealing but he does not throw to second, fearing that R1 will break for home and score. F1 completes his stretch, coming to a pause with the ball in both hands in front of his body. R2 reaches second and rounds it, after which F1 delivers the ball to B3, who fouls a pitch into the stands. RULING: R2 is allowed to remain on second because he was there prior to the time of the pitch. The definition of "time of the pitch" determines the base to which R1 is entitled. -

ART. 1 . . . A game shall be forfeited to the offended team by the umpire when a team: a. is late in appearing or in beginning play after the umpire calls "Play." 82 RULE 9 / Pitching 45-degree angle measuring from the pivot foot toward the base the pitcher is throwing to or feinting a throw. (7) A pitcher, when stepping off the rubber, shall not drop the heel of the free foot before disengaging the pivot foot from the rubber. PENALTY for (1)-(7)—With the bases occupied, a balk shall be called. With the bases empty, the umpire shall rule no pitch. (8) The pitcher shall not take a forward step with the pivot foot in using the windup delivery. This is commonly known as “running into the pitch†and is an illegal pitch. The pitching arm shall be at the side or on the hip of the pitcher with the ball in the glove or pitching hand. The pitcher will come to the set position holding the ball in both hands in front of the body and coming to a complete and discernible stop. From such set position, the pitcher may pitch, throw to a base, or step backward off the pitcher’s rubber with the pivot foot. Before assuming the set position, the pitcher may elect to make any natural preliminary motion such as that known as “the stretch,†but the pitcher shall come to the set position using a continuous hand motion before pitching to the batter. After assuming the set position, any natural motion associated with the pitch commits the pitcher to the pitch without alteration or interruption. PENALTY—Warning on first offense. Illegal pitch shall be called on subsequent offenses. (1) When taking the sign before assuming the set position, the pitcher must have the pitching hand at the side or behind the body. PENALTY—Warning on first offense. A balk shall be called on subsequent offenses. A.R.— When taking his sign from the catcher, the pitcher may bend deeply at the waist and have his pitching arm hanging straight down in front of him. The pitcher is not attempting to conceal the ball from the base runner(s). (2) The pitcher shall deliver the pitch from a set position only after coming to a complete and discernible stop with his entire body. A.R.— With the bases unoccupied, the pitcher does not need to come to a complete and discernable stop. (3) When the pitcher starts the delivery from the set position and the entire free foot or any part of the stride leg breaks the plane of the back edge of the pitcher’s rubber, the pitcher is committed to throw or feint a motion toward second base or pitch to home plate. At this level I ask the coaches before the game if theywa nt me to give them a warning and show what they did wrong and if not then I call balks all night long.. Hi. I just read that if the pitcher is not on the rubber and the catcher gives the pitch signals it is a balk? How true is this statement?

This came up in a game I was doing because the pitcher high school pitcher was taking forever to pitch the ball. In Massachusetts we play MLB rules. So with the bases unoccupied the pitcher has 12 seconds to pitch the ball once he has received it from the catcher. Rule 8.04 The situation I had is what happens if the bases are occupied. How many seconds does the pitcher have now to pitch the ball? Is there a rule we can go by?

Hi. This situation was handle correctly at that moment. However, if I was you and in the beginning of the game you noticed that the PU (green) was not loud enough I would have approach him in between the first inning if I noticed that he wasn't load enough.. I hope this help you out..
