if a pitcher is starting his wind-up and his shoe cleat gets caught and he chooses to stop his wind-up and start over.  Is that considered a pitch?  Pitcher did not start any arm motion or let go of the ball. There were no runners on base

No runners on? This is nothing...plate kills this. We get F1, F2, the batter and the umpires all reset and plate puts the ball back into play.
