Isn’t the footnote at the bottom of pg 39 (16th edition 2022) incorrect?

NFHS clearly uses “or” such that, even if in the box but on the plate, it’s an illegal hit.

I'd say that was an error:

Is there a JR newer than 2019? I have the 15th edition thinking that was the newest one.
