Rule 8.06 Mound Visits

Little League juniors. Home team manager goes out to the mound with his starting pitcher after the top of 1st inning is retired to get him set up to pitch. Is that a charged mound visit?

I don't call LL, so unless they have something specific in their rules ... probably not.

The basic question you have to ask is "Did it disrupt the tempo of the game?"  Since play is at a standstill and is not live between innings, the coach is likely fine.  In fact, especially in softball, I appreciate that the coach is out there "manicuring the mound" to try to help the pitcher get set up quicker.

Now ... pitcher has thrown his allotted warm-up pitches or used up the allotted time, coach needs to get off the field.  If the coach is holding up the game, it may be worth bringing this up as a possibility.  (I'm not jumping right to it unless this the third time I have had them today and we've had this conversation twice already.)

LL RIM is below. Taking it in holistically (e.g. a manager may come out once in one inning [doesn't explicitly cover switchover] and a manager who is granted a time out will be charged with a visit [no time out in the OP case])... no, it's not a visit unless you delay the game (as @The Man in Blue said).

In practice, I have seen it called as a charged visit though so manager can clarify ahead of time or roll the dice with it being called a visit (especially post season when things tighten up).
