A pitched ball bounces and gets lodged in metal fence, catcher grabs ball pulling it free and makes a play. If he simply raises his hands and doesnt make a play. What is the call and what do I do with runners who were tring to advance?

It's considered a lodged ball whether or not the catcher pulls it out. It's an immediate dead ball, and all base runners are awarded one base from where they were at time of pitch.

Little League rule 7.05(h). Has specific wording about when a pitched ball lodges in a field fence or backstop.

OBR 5.06(h)(old 7.05h). Does not have specific wording about a pitched ball being lodged in a fence, but I believe is treated the same.

FED 5-1-1(g3). Has specific wording about a pitched ball wedging in the field fence.

A lodged pitch is treated like a pitch which goes under, over, around or thru the backstop and out of play. The ball is dead, and for all Runners (including the Batter if he became a Runner (via Ball 4 or Uncaught 3rd Strike)) it is a _1_ base... award*. Baseballs are not supposed to fit-n-stick into a chain-link fence. If it wasn't stuck (lodged) in the fence, it'd be on the ground.

* - I typed it this way for any recent HWUS graduates... do ya hear Junior's cadence? 😄
