Difference is is from the NBA and not high school softball. D'oh!

I’m a cavs fan and didn’t even know about this. Did the nba come out with a statement about this?

I’ve never officiated basketball but when the ball is dead, I’d surmise you can only get a technical foul, which if they want to call there , whatever.

But when can you count a basket that didn’t go in? Guys get fouled all the time going for alley-OOP or layups and they don’t count the basket unless it goes in…what rule allows you to count the basket on a foul when it doesn’t go in ?

You're right.   There's a whole list of "penalties" for fouls from giving the offended team the ball at some preferred position to some number of free throw attempts, and in some cases ejection and mandatory fines.   The only time there's an award of a basket is for the case of goaltending/basket interference.
