Man on first base. Batter foul tips third strike and the catcher catches the ball for the strike out. Can the runner steal second base without tagging first base?

A foul tip is not only a strike (in this case, strike three) but also a live ball on which runners can advance.

Yes. It is not a caught fly ball--for the purposes of baserunning, a foul tip is treated the same as any other strike (with one exception not relevant here.)
