Pony League Rules:

Runner on first, batter hits line drive that 1st baseman snares, but drops. Runner sees catch, but not drop and slides back into 1st. 1st baseman picks up ball, steps on first to retire batter and then tags runner. Is runner out also, or safe because batter was forced and there is no longer a force at second?

Safe - no longer forced.

Should have tagged R1 first, then stepped on the base. Both out then.

Agreed.  If the ball was intentionally dropped, then BR is out and R1 is safe -- so, same answer.

 

If the ball really was "snared then dropped" then BR is out on the catch and R1 is safe (since he wasn't appealed (base wasn't tagged) before he returned -- so, same answer.
