Ball slips from pitchers hand on delivery

Runners on 1st and 2nd.   Batter at 3-2 count.    Pitcher has ball slip from his hand on delivery.  It's a balk.   Correct?    Does it matter whether the pitch goes across the foul line or not?   If it's a balk what happens to the batter?   Stays 3-2?

It matters if the ball crosses the foul line, if it does it's a ball.  It's probably also a wild pitch and a live ball so if runners decide to try to advance beyond the one they are entitled to a ball four they do so at their own risk. 

If the ball does not cross the foul line it is a balk and therefore not a pitch, so count stays 3-2.

2019 OBR rule 6.02 (b) Illegal Pitches With Bases Unoccupied

If the pitcher makes an illegal pitch with the bases unoccupied, it shall be called a ball unless the batter reaches first base on a hit, an error, a base on balls, a hit batter or otherwise.

Rule 6.02(b) Comment: A ball which slips out of a pitcher’s hand and crosses the foul line shall be called a ball; otherwise it will be called no pitch. This would be a balk with men on base.
