base award on throw out of play

Two part question:

 

1. In the case of throws out play (dead ball), my understanding is that two bases are awarded depending on where the runner is at the time of the throw.  Does this also apply to a batter runner who , as an example, had already passed first and continued down the RF line to beat out a throw from an infielder that wasn't made until after the runner touched first base ?

2.  Runner on 1st.  Batter hits grounder.   At the time of the throw to first, R1 has already stopped running is standing on second base but the batter hasn't reached first. The errant throw to first goes out of play.  Does R2 get awarded home even though he was not advancing to third at the time of the throw ?

If the throw is the first play by  an infielder the award is two bases from the runners location at time of pitch unless all runners had advanced one base at the time of the throw. Then the award is from the runners base at the time of throw. So in 1, if the batter was the only runner he would get 3B if the throw was RELEASED after he touched 1B.

In 2 not all runners had advanced one base so the award is still time of pitch. R2 who was on 1B gets 3B and the batter gets 2B.

"5.06(b)(4)(G) Two bases when, with no spectators on the playing
field, a thrown ball goes into the stands, or
into a bench (whether or not the ball rebounds
into the field), or over or under or through a field
fence, or on a slanting part of the screen above the
backstop, or remains in the meshes of a wire
screen protecting spectators. The ball is dead.
When such wild throw is the first play by an
infielder, the umpire, in awarding such bases,
shall be governed by the position of the runners at
the time the ball was pitched; in all other cases the
umpire shall be governed by the position of the
runners at the time the wild throw was made;
APPROVED RULING: If all runners, including the batter-
runner, have advanced at least one base when an
infielder makes a wild throw on the first play after the
pitch, the award shall be governed by the position of the
runners when the wild throw was made."

On a first play by an infielder runners get two bases from the time of the pitch.  If ALL the runners including the batter have advanced a base at the time of the throw they get two bases from the time of the throw.

1.  Time of Pitch or Time of Throw, 2 bases. 

2.  All runners get 2 bases from the Time of Pitch (TOP).  R1 goes to 3rd, BR goes to 2nd.

Example of TOT would be base hit to right field, R1 heading to 3rd base and ball goes into dead ball territory.  Then you would place runners 2 bases from time of throw.

2 from TOP would be first initial throw infield by a fielder.

2 from TOT would be back end of double play or a throw from outfield.

1 from rubber if an attempted pick off, 2 if pitcher disengages.  i'm sure someone will give you the rule.
