The ball is dead.  Strike 3. Batter out. Inning over. 

More than one rule. Try looking under "ball is dead when", and "strike" definition.

FED 5-1-1-A1:

SECTION 1 DEAD BALL ART. 1 . . . Ball becomes dead immediately when: a. a pitch touches a batter or his clothing (8-1-1d), a runner (8-3-1a); 1. The ball becomes dead even though the batter strikes at it (8-1-1d)

OBR 5.05(b):

(b) (6.08) The batter becomes a runner and is entitled to first base without liability to be put out (provided he advances to and touches first base) when: (2) He is touched by a pitched ball which he is not attempting to hit...

Although not explicitly stated in OBR, the batter only becomes a runner when he's hit by a pitch he wasn't attempting to hit. Therefore, he is not a runner when he's touched by a pitch he was attempting to hit.

The ball becomes dead and runners advance one base, or return to

If this was a sit you were involved in you knew what to call, right? "dead ball strike" You're just asking for cites to give some doubters?
