In this situation, (7/8 year old machine pitch, kid pitch hybrid) kid was hit by pitch and then swung his bat around i  surprise. Ruled a walk, is that correct? Thanks

I would say the ruling is correct. A swing is an attempt to strike at the ball, merely moving a bat around does not meet that definition.

It's either hit by pitch (if that's "allowed" in machine pitch -- maybe it's just called a "ball" when this happens), or a swinging strike.  Since the "swing" seemed to come well after he was hit, I'd discount that.
