Can someone explain this mechanic and call?

Robles has gotten a rep for the quick pitch, Hamari, points, seems to call properly if it's a illegal quick pitch a ball.

Frankly it seems the batter was set and ready to my eye.

He delivered the pitch from his hybrid wind-up without using a rocker step. Batter seemed ready. Dunno what was illegal. Chalk it up to confusion created by the hybrid windup.

9-2a—“Make an illegal pitch or quick pitch with the bases unoccupied.” PENALTY: Warn the pitcher and, unless the batter reaches first base, call a ball.

COMMENT: The pitcher is standing in the set or “stretch” with ball in the meat hand, which is on his hip. There are no runners on base. This is not the pitcher’s normal pitching motion from this position but one that is used, usually in relief with a count of 0-2 or 1-2. It is used in an attempt to surprise the batter. From this position, without any type of preliminary body movement, the pitcher pushes off the rubber and throws to the batter.

INTERPRETATION: It is a form of a quick pitch and should be ruled an illegal pitch which carries the above penalty.

So essentially, a windup rocker step is now required in NCAA. That would reduce some of the OBR confusion.

I don't know about a rocker step but it seems you can't vary your preliminary motion to surprise the batter in NCAA. In MLB I think some umps are calling it and some aren't.

Don't know what everyone is looking at but he definitely rushed the batter with that pitch. Even if the batter had the  bat back around his shoulder he still wasn't set. It's close but he definitely did. The mechanic Hamari is using is the standard quick pitch mechanic. Just point at it call it and add the ball to the count. It's pretty simple.

IMO - batter seemed set and ready to hit... but hey that's what makes a market (so to speak)

This isn't new, an illegal pitch is a ball. We just don't call it enough for the managers to remember it's in the book.

Ballsy call, I really enjoy watching these young umpires.
