BOO (NCAA v. OBR)

Background
Last weekend, I was BU for a Cal Ripken 12U Majors game. VT HC (let's call him "Bob") is an NCAA Umpire who worked last season's CWS Championship Series.  Other than this BOO issue, he was very cordial and used our names every time (instead of "Blue" or "umpire").

In rec play, the teams hand each other a copy of their lineups at the plate meeting, but PU does not keep an official lineup; teams must bat CBO.  The lineups as recorded by the HT scorekeeper are the official lineups.

The Sitch
Top 1; R3, R2, 1 out.  Batting order is Charles-David-Edward.  Edward bats in Charles' spot and singles to right.  R3 scores, R2 advances to third.  Immediately, HT HC calls time and goes to my partner.  I figure this has got to be a BOO issue or illegal bat appeal, and sure enough, my partner calls for HT scorekeeper to come to the fence.  At this time, HT HC, Bob, my partner, and HT scorekeeper converge near the fence.  After a 3-4 minute discussion, my partner waves me over, at which point I learn Edward had batted in Charles' turn.

The Ruling
I was 99% sure of the correct action to take.  We called Charles out for MYTAB, removed Edward from first, put the runners back at second and third, and put David at-bat.  Bob is displeased with this, insisting that the improper batter should be called out.  The conversation ends with Bob saying "You guys are wrong," and my reply of, "Okay, Bob" and walking away.  Bob did not protest.

Question
I was pleased to see OBR 6.07 AR Play 4 afterwards, which confirmed my ruling.  My rules questions is:  does NCAA follow a different BOO rule than OBR?  I cannot find my copy of BRD and am baffled that Bob disputed our ruling.  I'm trying to decide if Bob is (1) mistaken on OBR, (2) doesn't actually know the rule, and/or (3) was trying to pull one on us.

It's not different. 

 

It could be any one of the reasons you suggest.

Meaning no disrespect to "Bob". but not rveryone who works the CWS gets 100% on the rules test (especially of they take it themselves and not as part of a group) (and, there's nothing wrong with a group taking it and learning from it)
