FED - Yes starting this year - no penalty - and you can still enter a late arrival who isn't on the card.

OBR - No

I answered True on my Fed Test and got it wrong. Apparently the words Shall and Should are the key on this one.

ART. 2 . . . The captain and head coach represent the team in communications

with umpires. The captain's and head coach’s duties shall include: 1) providing

the umpire-in-chief with his team's lineup card which shall include the name,

shirt number, position and batting order of each starting player, the name and

shirt number of each eligible substitute should also be listed;

You have got to love rule that have no teeth.

You have got to love rule that have no teeth.

I think Fed is slowly implementing it and within 5 years, it will be a rule with a penalty. My guess is that a sub not listed can't be entered into the game.

Even MLB went this way last year - IMO if you're not on the card, you can't play. But I'm not on a rules committee, so what can I do?

This is the other one I got wrong on the test:

18. It is umpire interference when a base umpire collides with a base runner.

The rule changes article posted on the NFHS site says:

1-1-2

Addition: The umpire shall not accept the lineup card until all substitutes are listed. There is no penalty assessed.

Rationale: Having all known substitutes listed will speed up substitution and player changes. A coach will still be able to add a substitute to the game with no penalty.

The "original" part of 1-1 2 says "should". Show me how this addition doesn't effectively turn it into "must".

Where does OBR REQUIRE that subs be listed? From the 2010 rules:

4.01(cee) As a courtesy, potential substitute players should also be listed, but the failure to list a potential substitute player shall not make such potential substitute player ineligible to enter the game.
