OBR Rule Changes

Anybody know the rationale for these two rule changes?

 

Added to 4.05 Comment: "Other than exchanging equipment, all base coaches shall refrain

from physically touching base runners, especially when signs are being given."

 

 

And changed 6.02(b) Comment for MLB only:

"If after the pitcher starts his windup or comes to a “set position†with a runner on, he does not

go through with his pitch because the batter has inadvertently caused the pitcher to interrupt his delivery,

it shall not be called a balk. Both the pitcher and batter have violated a rule and the umpire shall

call time and both the batter and pitcher start over from “scratch.â€

 

Rule 6.01 to 6.02

The following paragraph is additional material for Rule 6.02(b) Comment, for National

Association play (in lieu of the additional two paragraphs, above, that apply to Major League play):

If after the pitcher starts his windup or comes to a “set position†with a runner on, he does not

go through with his pitch because the batter has stepped out of the box, the umpire shall not call a balk.

The umpire shall call an automatic strike if Rule 6.02(d)(1) calls for such sanction.

MiLB has the batter's box rule.  MLB does not. Need to separate the interpretations.

 

No clue on the 4.05 change.

This part used to say something like "left the box" (sorry -- no book handy to check) -- that was too restrictive (what if the batter just held up his hand as if to ask for time?), so it was changed to match the way it was supposed to be enforced.

What's confusing is that they left "steps out of the box" in the Milb comment. Almost makes you think that would be the only exception.
