Ground ball hit to F3 who bobbles it and then has to scramble and dive to the bag with ball in hand he tags the bag with his glove. What's the call?

A hand touching the bag is no different than a foot in a force-out situation.
 
 

Rule 2.00 -
TAG is the action of a fielder in touching a base with his body while holding the ball securely and firmly in his hand or glove; or touching a runner with the ball, or with his hand or glove holding the ball, while holding the ball securely and firmly in his hand or glove.

I had one like that last year. I was on the bases, R1 & R2. Ball hit to F5 who doesn't field it cleanly, scrambles to the ball that's dribbled toward the line, gets it then crawls the last half a metre or so and slaps the bag with his bare hand - before getting it quickly out of the way before the runner might've stepped on it. The offensive team (in the third base dugout) are all telling the runner to stay on the base. Someone in the dugout complains to my partner at the plate, who calls time and comes over to me, basically asking "Are you sure he's out?" I told him the same as above: that the bare hand was just as good as the boot on the foot for a force out.

 

I held back on commenting about him taking complaints from participants about calls I made, and then questioning said calls with me. At the time I wouldn't have been able to do it the right way even after the game; when he was a generation older and I still wasn't hugely experienced (like the old hand I am now :)).

OUT....every year you will have to explain this to a new coach ...............
yes indeed I called the BR out at first and the coach wanted to talk about it so I asked what do you have coach and he says safe bc the ball was in his bare hand and he touched the bag with his glove. I said yes you are correct an he says why is he out I said he beat the runner to the bag and it was a force
