Jeff look at FED Case Play 3.4.1 Situation H (thats what it is in the 2011 case book).  As long as the coach visits within the warm-up time limit and does not cause a delay it's not a charged conference.  As long as the coach gets off the field when you tell him it's time he is fine.

As far as I know neither OBR or NFHS addresses the coach/manager talking to the pitcher while he is warming up between innings.  NFHS 3-4-1 talks about a "request for time" to confer.  So, the rule does address when the conference starts.  But since you don't have to ask for time between innings...it doesn't seem to meet the definition.  You can look at it like this: do we charge the offense with a conference when the coach is talking to the on-deck batter between innings?  No, we don't.  So is there really any difference for the defense?
