Missed base from Obstruction

R2 is attempting to score on B3's single, F2 does not have the ball when he blocks off R2, and the umpire declares obstruction.  Does the runner have to touch the plate?  If not, can the defense appeal?

 

Referee magazine states that he has to touch and can be out on appeal for ALL levels.  

 

However, NCAA 8-6-3AR4 "If obstruction causes a runner to miss a base, the runner shall not be called out on appeal for missing the base"  Couldn't find anything in FED.

If the obstruction at the base prevents a runner from touching as he goes by a base then do not honor the appeal.

 

If the runner could still touch - he must.  Example: obstructed 10 feet before reaching the base - he has to touch the base. 

 

And stop reading Referee - they make too many mistakes.

I actually stopping reading it years ago but a new member in our group asked me.  I told him the same thing.  Way too many mistakes.

I think that interp applies at FED as well and even in OBR I think I'd use it at the levels most of us do.

The play must continue due to the fact that this is a "type 2" obstruction. R2 must make an attempt to touch the plate. If he is tagged out while he is attempting to touch the plate, and in the Umpires' judgement he would have been safe if obstruction had not occurred, call "time" when the tag is applied and award R2 home and place other runner(s).

If the runner makes no attempt to touch the plate; he may be called out on appeal regardless of the obstruction.

No sir. I'm not familiar with FED rules unfortunately.

Think of it like this. If you were always required to touch the base no matter what, the defender (think Prince) could just lie on top of the base. covering it. Obstruction - yes. But could you then call a runner out on appeal for missing the base as he went by?

wow. That would definitely create a sh*tshow. Rats would teach their kids to circle the wagons around the plate to get cheap outs. *facepalm*
