Does the catcher have to make a throw or no to get the batter interference call?  6.3b does not say either way. Also looked at 6.2 d (2) and its not clear.  Help please.....thx

Did he hinder or impede F2, that is the question you have to ask yourself.  That is the judgment you have to make in relationship to the rule.  While having a throw, or at least an attempt at the throw is helpful it's not required by rule.

 

95% of the time this is a HTBT situation that you've gotta see in order to get the call right.

 

To get better clarity, continue reading 6.3 (b.)  Just under this section in the PENALTIES for b. it lists:

 

(3) If the catcher's initial throw retires the runner and the batter does not strike out the batter is not out and the interference is disregarded.  The ball remains alive and other runners may advance.  If there is an attempt by the catcher to throw and the attempt is aborted due to any illegal action by the offense, the ball becomes dead immediately, the batter is out and all runners return the the base occupied at the time of the pitch.

 

It is the last half of the penalty that gives you the best guidance, and it will be your judgment on F2's "attempt".

 

6.2 d. really doesn't apply as it's geared towards "backswing" interference and doesn't really apply to this sitch.

If he doesnt throw you have to decide whether he stopped because the batter was in the way or it was a fake throw or he didnt have a grip etc.

^^this^^ its that whole judgment thing again!

BtW, this would be all levels not just NCAA, though FED may have some form of quirk I'm not familiar with, I don't spend enough time on FED though I should. My BRD isn't at hand so I will look tonight!
