Both of the rules listed below do not state anything about the correct answer in this question. What am I missing? The only thing I read is that in 4-4 the head coach shall attend the plate meeting during the first game of a weekend series or any non conference game. These rules do not state anything regarding a penalty for failure to comply. Please offer guidance.

In the first game of a three-game series, an assistant coach represents his team at the pregame plate meeting with the umpires.

a. The UIC will allow the assistant coach to represent the team in the first game of the series if the HC is in the bullpen with his pitcher.

b. For failure to comply with the umpire’s directive and warning to attend the pregame plate meeting, the head coach is ejected for that game.

c. The umpires will not start the plate meeting until the offending HC comes to the plate.

d. The UIC will allow the assistant coach to represent the team in the head coach insures the UIC that he, the head coach, will attend the pregame meeting for the second game.

The head coach is ejected. From the April 10, 2012 rules interpretations:

5. Must a head coach be present at the plate conference? What happens if a head coach refuses to attend the pre-game plate meeting?

Rule 3-1, "A head coach is responsible for his team’s actions on and off the field and to represent the team in communications with the umpire and the opposing team." Rule 4-4:"The head coach, during the first game of a weekend series or any nonconference game, must attend the pre-game plate conference." All participants, including the head coach, are expected to comply with an umpire’s decision. For failure to comply with the umpire’s request to attend the pre-game plate meeting, the head coach is ejected for that contest.
