Okay, I looked like a bonehead last night. Thankfully it worked out in the end. I worked a Little League Juniors game last night. Coach comes out in the sixth for a visit, his teams second visit of the inning. I make my way to the mound to try to hurry things along (were past 2:30 and only in the bottom of the 6th) I ask the coach to please hurry and bring the next pitcher up and get warmed up.

Uh-Oh ;), apparently LL allows for more visits than OBR. I have never encountered this situation before. So now I have a coach on me about being allowed a third visit. I have never heard of this one before, my partner who is relatively new didn't know either.

I then notice the league scorekeeper (impartial) signaling me over. He informed me that the rule was he would normally get a third visit, but this was his fith trip to the mound, which required the pitcher's removal.

I do very few Little League games (excuses, excuses) but could somebody explain the correct rules regarding visits to the mound for my future reference and I don't look like a fool again?

Here is what I found in the LL rule book.

LL Rule 8.06 ...(a) twice in one inning...third time pitcher must be removed...(;)...3 times in game...4th time pitcher must be removed...

This is per pitcher so if he makes a change the count starts over again.

Are both a & b per pitcher or is b cumulative or is it like fed where they aren't charged if there is a change?

My interp is that both are per pitcher.

Wow should read the whole question before responding...no charge if pitcher changes on a trip and don't let them visit more than 2 times a batter.
