Re: 3/10/23 NCAA Refquest video. My take is that the PU will always grant time no matter the status of the pitcher? The OBR guidance would not be used: "Umpires will not call “Time” at the request of the batter or any member of his team once the pitcher has started his windup or has come to a set position even though the batter claims “dust in his eyes,” “steamed glasses,” “didn’t get the sign” or for any other cause."

If you feel it's a legit reason, you can grant time with no penalty or charged conference. Dust blows up, Bee buzzing around batter's head. 

Otherwise, it sounds to me like if the batter calls for time, (for a reason you don't see as legitimate)  grant it, and charge them with an offensive conference. If they have used their allotted conferences, call time, and penalize with a strike.

Now if I can only figure out the difference between the two sideways deliveries in the other video, I'll be happy.
