Bases loaded with 2 outs. Grounder to third baseman who fields the ball moving towards second then waits for runner on second. Runner on second stops to let runner at third touch home.  Then third baseman tags runner at second.  Does run count?

No.

No run can score when the third out is made on a force out.

When R2, forced to advance, is retired in any fashion prior to touching 3B, it's a force out.

Here is the relevant part of the OBR rule, 5.08(a): "One run shall be scored each time a runner legally advances to and touches first, second, third and home base before three men are put out to end the inning. EXCEPTION: A run is not scored if the runner advances to home base during a play in which the third out is made ... (2) by any runner being forced out...."

A common misconception is that a "force out" is only made by tagging the base before the runner gets there. But as Maven explained, tagging the runner (who is forced to advanced by the batter becoming a runner) at any time before reaching the base he/she is forced to advanced to, is also a "force out".
