If it was intentional AND had a chance to go fair, BR should be out.

 

(That second conditional was only added to NCAA rules a few years ago -- perhaps 4 or 6).

I think you could make the case for this being intentional but I do not think this would have had a chance to go back fair... there were a couple of other balls down that line that all rolled foul

I may be wrong, but you can't decide the likelihood of a ball potentially going fair based on past history. If a ball is as close to the line as this one was, it would be reasonable to conclude it had a chance to go fair.

I wonder what the reasoning behind that is. I feel like you should use all possible knowledge on this. And FWIW I think it was after this play where the balls rolled foul

Try this on for size: You're PU and this play happens. You call a foul ball. Coach comes out and argues the ball was so close to the line, that it had a chance to go fair. You reply, "No, because other balls that rolled in the same area all went foul. Therefore, this one couldn't possibly go fair." That's not an argument based on firm footing.

I was being facetious when I said I may be wrong. Every play has to be judged independently and on its own merits. You have to reserve pre-judging it lest something different happens, even though the same thing happened the last few times.
