Hello,

I am a little league umpire and our league is using 3 umpires for some of our end of season tournaments. My question is, with a runner on 1st, does the 3rd base umpire start in the B or C position because I have heard both.

Either or, depending on how he wants to take R1 into 2B.  Personally, I like deep C.

Small diamond would be the same basic answer as @Cav gave, but go on the outside edge of the dirt,to stay out of the way.  Have fun.

I personally would go deep C (Rim C)? As @Cav says. 

Less chance of getting hit on a steal. Catchers should be taught to miss 1B side. Better angle coming in on a steal or ground ball hit either side.

Which region or district are you in? My district uses the following for 60' which is not what LL utilizes (all positions start outside):

Bases Occupied U1 U3
None A D
1st A C
1st/2nd A C
Loaded A C
1st/3rd A C
2nd/3rd B D
2nd  B D
3rd A D

 

The LL mechanics manual has the following positions (all starting outside):

Bases Occupied U1 U3
None A D
1st A B
1st/2nd B D
Loaded B D
1st/3rd B D
2nd/3rd B D
2nd  B D
3rd A D
