I was thinking the same thing as Larry.  I'm not granting time in that situation until the BR has secured himself on the bag.  I'd verbilize something like you need to show me you can stay connected before I'll grant time.

So if a player dives back into a bag and gets dirt in his eyes, you dont grant Time until he can prove that he can get up and stay connected? That makes no sense. We don't have to kill it all the time (specifically on those LL pickoff and throw your hand up requests) but for the OP? Please... he's on the bag and stayed there without any inkling of moving.

On the bag and dirt in his eyes, I'd grant time right away. A question of whether a runner can stay connected is different. I don't want to kill a play and take an opportunity away from the defense.
