No runners, outs irrelevant. FED rules

Pitcher starts windup and then half way through he stops. Is this an illegal pitch, and if so, what is the penalty?

I called illegal pitch and awarded the batter a ball, was I correct?

Technically, you were correct.

Were it a FED test question, I would have certainly answered with what you did.

In the real world, I might have had "Time", and apologized that nobody (other than the pitcher, of course) heard/saw me. My bad.

This is one of those rules that I would never enforce. I agree with "no call," and wait for the next pitch.

I am reminded of fed rule 6-1-4 that says "A pitch dropped during delivery and which crosses a foul line shall be called a ball. Otherwise, it will be called no pitch." So, if a dropped ball can be a no pitch, then why isn't a terminated windup called a no pitch as well?

That would a question for Mr. Hopkins or Mr. McNeely. I guess for the same reason a nonstop in the stretch with no runners is a ball. LCD.

Correct, unless runner/s were on, then it's a balk.

Once the pitcher starts his windup, he has to finish, period, end of story unless the umpire calls time.
