Fidgety Pitcher

High school-aged kids.  Had a pitcher a couple days ago who did some odd things on the mound and am not sure of the legality of one of them.  With a runner on 3rd, he would pitch from the windup.  When in the windup position he would, with his hands together, pump his hands up and down a few times from about his belt to his chest and then deliver his pitch.  Tough to describe, almost like he was trying to find a "rhythm" or something.  Nobody ever said anything, but it made me wonder if this is legal.  Looking in the OBR, all I'm really seeing that might apply is  "From (the windup) any natural movement associated with his delivery of the ball to the batter commits him to the pitch without interruption or alteration."  Not to mention he had one of the oddest sets I've ever seen, thank goodness he only lasted about 3 innings as I was getting worn out watching him.

FED limits the windup to 2 "pumps or rotations" (6-1-2).

AFAIK, OBR has no such restriction. Not really advisable with R3, since the first such movement commits him to pitch. A smart R3 could probably steal on that kind of motion.
