Ever Enforce F2 Box Rule at any level?

Do you guys enforce the catcher's box rule in any division?

I assume you are looking for a 'catchers balk'?

How do you call this? - R1 pitcher from stretch turns to pick off runner, PU notices 1B both feet are beside the bag and outside the foul line. The ball has been in play and no recent time outs.. 1B makes the tag - what do you have?

​First: that's not a "catcher's balk." A "catcher's balk" generally occurs on a pitchout when F2 steps out before the pitch. It should never be called in amateur baseball (it's never called in pro ball either — "I had him in the box, skip...."). In FED, which has a dead-ball intentional walk, there is no need for pitchouts, so a catcher's balk never happens.

Regarding your play: ignore the provision requiring fielders to be in fair territory at the time of the pitch until someone complains, then enforce it equally for both teams. For OBR, fielders must have both feet in fair; for FED, one foot is sufficient (1-1-4). Since this provision omits F2, violations of it are not the "catcher's balk."

I've never called/penalized either one and never expect to do so.
