Rookie here and have been wearing Smitty's combo pants.

 

For what purpose do the holes in the front pockets right at the waist band serve?

It has to do with the elastic in the flex waist band. I guess it is to allow the pocket to flex with the waist band. Every pair of slacks that I own with a flex waist band has the holes.

There's an old say than goes like this " a man with holes in pockets feels cocky all day"

Guys, this is old school tuxedo and suit stuff. The holes are there so if your shirt starts sliding up and getting untucked, you simply put your hands in your pockets work your thumb and index finger into the hole, grab your shirt and pull it back down into place. This allows you to adjust your shirt without having to excuse yourself to the restroom and tuck it in. Common practice with suit makers are dress pant makers.
