Looks like this would be a umpire school type simulated play.

What is it and why.

Yes he tries to draw the obstruction, but what are the parameters for allowing the obstruction or not allowing the obstruction. Is it the same as running out of the baseline to avoid a tag? If you stay within the baseline rules for a runner trying to tag you, would that not be the same interpretation for a runner making contact with a fielder in a rundown or in this case trying to draw the obstruction.

What do they teach at the umpire schools with this type of simulated or live play.

This is OBS or a no-call, but I would have called OBS in real time like U3 did. (I think most of us would have)

It is downright scary to read the Ump-Attire Facebook page when they posted this play. Scary in that some of the guys commenting on there actually umpire baseball. A good number of them are wanting an out for INT and for leaving the basepath. :smachhead:
