Illegal Pitch?

Anyone see the LSU vs Oregon State game Saturday night?

Nobody on, outs don't matter, 2-2 count. Kid from Oregon State starts to pitch and goes through his entire delivery, but did not throw the ball. Is this not an illegal pitch? I know in FED, most umpires will turn a blind eye to this, but it does say this is an illegal pitch and a ball shall be awarded to the batter. I was just wondering if it is the same way in college.

Its nothing in college or pro and if thats the way the umpires ruled then they got it right.
