I know it is a HTBT but this is as explained to me by another umpire. Pitch comes in and batter swings and gets hit by pitch. The only problem is the umpire tells me the bat had just come forward a little bit when he was hit by the pitch in the hands and then he stopped the swing. He gave the base award because in his opinion it was like a check swing since he never completed his swing and he checked with his partner to see if he went and he also said no. My question is what do we do when the ball hitting the batter is what made him stop his swing is it still an attempt dead ball strike or do we rule whether he went or not and then that decides the outcome. The ball was not in the strike zone at the time and would not have gotten there.

Appeal the swing if you have a partner. Rule on the swing if you're working one man, if he didn't swing, give him first base.

If he swung, dead ball, strike.

In both cases runners return to time of pitch base.

Runners do not advance unless forced to advance on a HBP.

I agree with Johnny. If he swung call it if not give them the base. It doesn't matter why he stopped the swing. If he stopped it he stopped it.
