If a pitcher in the wind-up goes to pitch and he kind of "flops the ball" (think like a quarterback getting hit as he throws the ball) and it falls and rolls towards the 3rd base line and stops about a foot before the line between home and 3rd base.

"Ball" correct?

With no runners, it's nothing. Has to cross the foul line to be a ball. With runners, it's a balk.

Edit: I am interpreting what you wrote as a dropped ball. If you feel the pitcher "delivered" the ball (however poorly) to the batter, then you could call it a ball.
