Does anyone have any manual situation or resource regarding a "4th out" appeal like this one?

More specific. Do you want one where the runner missed home plate well ahead of the third out, or right as the third out's made? Are you wanting the mechanics for scoring/not scoring the run or the 4th out appeal?

I want a mechanic for what to do in a "4th out" situation. Specifically, the original "4th out" situation in this topic. I am aware of what to do if the defense properly appeals a "4th out".

My issue is whether we tip off the defense (by announcing "Run Scores!") or not.

I have found several time play situations in JR's 100 Problems Manual (ie: Runner returning to touch home after missing it as the 3rd out occurs). But I cannot find anything regarding mechanics.

When a run scores during a time play you communicate "that run scores". You don't need to worry about "tipping" anyone off. That is not your concern and should not be considered when making your call. As an umpire, you must recognize the scoring run and communicate the fact that it does indeed score. If the run is subsequently taken off of the board by the 4th out, you then communicate "no run scores". Some are concerned about "tipping" one team off and will delay their call. This is unecessary and in fact it is not doing your job. When you do your job correctly and consistenly there can be no complaints concerning how and when your mechanics are used.

I searched through my Evans and Wendelstedt books and found nothing. JR has the play and correct ruling but no mechanic tips.

A runner who misses a base is assumed to have touched the base unless theres an appeal so treat the play and the call and the mechanic the same way you would of if the runner touched home. That is, if it was close enough to give the run scores mechanic then do so otherwise dont.
