Regarding the OBR Collision rule...what issues, if any, would there be to adding an ejection provision to the penalty part of the rule for OBR based amateur leagues?

Answering a question with a question: how would those EJs match up against MC criteria? Is that a large overlap or little?

I feel like that's how it will be applied, but I would like to avoid the term malicious.
