Need help with a MLB Ruling

Need help with a ruling..... Lefthanded pitcher with runner on first. Pitcher in the stretch comes to a set position, raises his right leg and hangs in the air for a spit second (comes to a stop) before throwing the pitch.... Is this a balk????

Remember this is MLB rules.

If the motion truly stops, yes, that's a balk in any rule set that calls balks.
