Batter-runner passes baserunner on home run, 2 outs

However unlikely this situation is:

With two outs and a baserunner (let's say on first), the batter hits one out and as he is rounding first passes the baserunner, with TWO OUTS. I realize the batter-runner is out the instant he passes, but does the baserunner get to come around and score, or is basically a timing play?

OBR: No.

FED: Yes.

The term is 'time play', and that's the rationale for "No" in OBR. No run scored before the third out was recorded.

FED explicitly permits dead-ball awards to be completed after the third out has been made (an exception to time plays).
